TO DO - Uize.Web.xEffects
This is a TO DO document for the Uize.Web.xEffects module.
1. Support CSS3 Transitions
If the environment supports CSS3 transitions (Uize.Web.supportsCss('transition')), the animate method sets a transition style instead of using a Uize.Fade object for the given set of style properties.

2. requestAnimationFrame Polyfill
Add polyfill for requestAnimationFrame and cancelAnimationFrame for browsers that don't support and to abstract the various vendor prefixes. See: https://gist.github.com/paulirish/1579671
